Ramtech Receives Modular Industry’s First IDIQ Prime Contract

The Sacramento District of the U.S. Army Corps of Engineers (USACE) has awarded Ramtech Building Systems, Mansfield, Texas a design-build indefinite-delivery indefinite-quantity (IDIQ) contract for the construction of brigade and battalion headquarters buildings for the U.S. Army. Original estimates value the total contract at $122.2 million, consisting of approximately six task orders spread out over an initial term of 12 months along with two one-year options. The contract covers military installations located in the eight-state Southwestern Region stretching from California to Louisiana. Faced with the challenge of acquiring permanent facilities “faster, better, cheaper, and greener,” in 2005 the USACE embarked on a master planning program to change the way it executed MILCON and BCA programs. Frustrated at not getting quality facilities in the timeframe it needed them, the Corps established a continuous building program that emphasized the standardization of facilities and processes while expanding the use of manufactured building solutions including permanent modular construction. With this IDIQ award, Ramtech became the first company in the commercial modular industry to receive a prime contract under the Army’s Modular Force Construction Program. According to Linc Moss, Ramtech's Sr. VP/COO, “We participated in many public and private meetings with the Corps in order to convince them that permanent modular construction does provide a viable alternative to conventional stick-built methods. We’re honored that the Corps has entrusted Ramtech to participate in this program as a prime contractor, particularly since unrestricted prime awardees were almost exclusively ENR-400 caliber companies up to this point.” The first project will be for a 96,000 sq. ft. two-story combat aviation brigade headquarters facility located at Fort Bliss in El Paso, Texas scheduled to begin in the last quarter of 2007.
HENSEL PHELPS CHOOSES RAMTECH FOR THE ARMY'S PERMANENT MODULAR BUILDING PROGRAM AT FORT BLISS

The Southwest Division of Hensel Phelps Construction Co., Austin, TX has awarded a contract to Ramtech Building Systems, Mansfield, TX for the construction and fabrication of administrative modules for the U.S. Army at Fort Bliss in El Paso, Texas. The buildings will be utilized as company operation facilities for an undetermined number of brigades being relocated and stationed at Fort Bliss. Designated as a strategic subcontractor on the project, Ramtech will be responsible for providing six 14,320 sq. ft. two-story buildings and two 4,740 sq. ft. one-story buildings under the first phase of the task order. Developed as an indefinite-delivery indefinite-quantity (IDIQ) contract, each task order has an approximate value of $6.5 million and includes options for additional buildings under a total of five task orders. According to Gary White, Ramtech's vice president of sales, “for multiple permanent buildings like these, our slab-on-grade permanent modular construction approach is ideal for a project of this size and will provide the Army with new facilities much quicker than they would get with ordinary site construction.” Ramtech has previously worked with Hensel Phelps on another high-profile project, providing manufacturing and construction of temporary modular barracks facilities for the Army's 4th infantry division at Fort Hood in Killeen, TX.
RAMTECH AWARDED CONTRACT TO BUILD REPLACEMENT HOSPITAL

Williams Scotsman, Inc one of the largest mobile office and modular building leasing companies in the United States, has awarded Ramtech Building Systems, Mansfield, TX a contract to provide modular construction services for a replacement hospital for South Cameron Parish Memorial Hospital in Cameron, LA. The new 26,128 square foot full-service hospital will replace the original structure that was completely destroyed in the devastation caused by hurricane Katrina. The new facility will be placed on pilings that allow the building to sit 8 feet above the existing grade. This design will help minimize the future chance of flooding due to high water caused by storm surges. According to Gary White, vice president of sales for Ramtech, “for a unique project like this, permanent modular construction is the ideal building method to meet both the technical specifications and the short time frame required to get them back in operation.” South Cameron Parish Memorial Hospital serves a wide area of southern Louisiana, with no other medical facilities located within 80 miles. The new hospital is expected to be operational by September 2007.
STILWELL MEMORIAL HOSPITAL AWARDS $ 1.2 MILLION HOSPITAL ADDITION CONTRACT TO RAMTECH

Stilwell Memorial Hospital in Stilwell, OK has awarded a design-build contract to Ramtech Building Systems, Mansfield, TX for its proprietary slab-on-grade, permanent modular construction. The decision criteria of the hospital took into consideration price, speed of construction, and the track record for quality of the contractor. The contract calls for Ramtech to expand the hospital by adding 8,500 square feet to be used as a medical clinic at the existing 50-bed facility. This will be Ramtech's second modular design-build project for Stilwell after originally constructing a 6,480 square foot medical clinic in 1998. According to Mike Smith, Medical Sales Representative for Ramtech, "we believe our slab-on-grade permanent modular construction process is the ideal approach for hospitals, particularly rural hospitals like Stilwell." Completion of the project is expected prior to the end of 2006.
KILGORE I.S.D. AWARDS SLAB-ON-GRADE PERMANENT MODULAR AUXILARY BUILDING ADDITION TO RAMTECH

Ramtech Building Systems, Mansfield, TX has been awarded a $750,000 turn-key contract to provide an auxiliary building to the Kilgore Independent School District. The multi-functional facility will provide additional space for childcare, in-school detention, and continuing education. The contract calls for Ramtech to design, manufacture, deliver and install a 8,000 square foot slab-on-grade permanent modular building within a six month timeframe. The speed of delivery for the project, as well as price and the superior quality expectations were the determinant factors in the District’s selection of Ramtech. “The District has worked with us in the past, and they were very impressed with the quality of the slab-on-grade permanent modular facilities that we had done for several other districts around the State,” according to Rocky Hopkins, Project Manager for Ramtech. The company expects to have the building completed by September.
